Ukraine’s residential construction market is recovering rapidly from its wartime low, but new housing construction remains more than 50% below pre-war levels, according to the State Statistics Service.The total area of new residential construction reached 5.8 million square meters in 2025, up 49.4% from 2024. However, this was still approximately 54% below the 12.7 million square meters recorded in 2021, the last full year before Russia’s invasion.New housing construction declined to 6.6 million square meters in 2022, 4.2 million square meters in 2023, and reached a wartime low of 3.9 million square meters in 2024.The market began recovering noticeably in 2025, and some positive momentum continued into 2026. In the second quarter, the area of residential buildings planned for construction increased 6.1% year-on-year to 1.65 million square meters.However, other indicators suggest that the recovery remains fragile. During the first half of 2026, the area of new multi-apartment residential construction declined 2.3% year-on-year, while the number of planned apartments fell by 6%.At the same time, developers continue to face rapidly rising construction costs. In July 2026, construction costs were 23.7% higher than a year earlier.These increases are also feeding into housing prices. In the second quarter of 2026, residential property prices increased 19.6% year-on-year and 3.8% compared with the first quarter.Ukraine’s housing construction market has therefore moved beyond its 2024 low, but the recovery remains far from complete.
