BALI BLOCKS FOREIGN INVESTMENT IN 18 BUSINESS CATEGORIES

Bali has restricted foreign investors from accessing Indonesia’s online licensing system for 18 business categories, citing concerns that foreign-owned companies are crowding out local micro, small, and medium enterprises (MSMEs). Governor Wayan Koster explained that many investors were exploiting low- and medium-low-risk categories, which only require a Business Identification Number, as a loophole to bypass capital investment requirements. These categories are particularly vulnerable because licenses are automatically issued without certificates or permits, allowing foreign companies to enter sectors closely tied to MSMEs, sometimes through virtual offices. The move, approved by the investment minister, aims to prevent unfair competition and protect local businesses.The blocked sectors include accommodation, rentals, retail, consulting, and other MSME-related activities such as hotels, real estate, vehicle and motorcycle rentals, clothing and food retail, bars and cafes, traditional medicine shops, tailoring services, and fitness centers. Since May 2026, foreign investors have been unable to apply for new permits in these areas until further regulations are issued. Companies must still submit investment activity reports until their category is deactivated.
