Indonesia’s Energy and Mineral Resources Ministry has introduced a new risk-based licensing framework under Regulation No. 7 of 2026, aligned with Government Regulation No. 28 of 2025. The system requires businesses in oil and gas, electricity, minerals and coal, renewable energy, energy conservation, and geology to obtain licences through the Online Single Submission (OSS) platform. Verification for certain licences is capped at 30 working days once documents are complete. Importantly, carbon capture and storage (CCS/CCUS) activities are now formally included in the upstream oil and gas licensing framework, covering exploration of carbon injection zones. The regulation also sets stricter compliance rules, with sanctions ranging from warnings to permit revocation for violations involving safety, environmental obligations, or state revenue. Existing licences remain valid until their expiry, while biofuel-blending companies are granted a 12‑month transition period to meet the new requirements.
