INDONESIA'S ENERGY MINISTRY APPROVES 664 COAL MINING WORK PLANS

Indonesia’s Energy and Mineral Resources Ministry has approved 664 mining work plans and budgets (RKABs) for 2026, while continuing to review additional submissions to ensure compliance with regulations. RKABs serve as the operational basis for exploration, production, processing, refining, and post-mining activities, requiring government approval before companies can proceed. The evaluation process covers licensing legality, environmental obligations such as reclamation guarantees, mining safety standards, and companies’ ability to meet state revenue requirements. Firms whose submissions need revisions will be allowed to adjust their documents to align with governance standards. Indonesia, the world’s largest thermal coal exporter, is targeting coal production of 600 million metric tons in 2026, down from 790 million tons in 2025. The reduced target is intended to stabilize global coal prices and preserve domestic reserves. As of April 2026, production reached 229 million tons, with 145 million tons allocated for exports and 84 million tons supplied under the Domestic Market Obligation (DMO) scheme.
