Alatau will not become an offshore zone – Kazakh deputy prime ministerAlatau will not be designated as an offshore zone, Kazakh Deputy Prime Minister Kanat Bozumbayev said on Friday.“Alatau will not be an offshore zone. Preferences will be granted only to companies operating directly within the city,” Bozumbayev told a briefing.He added that all investor incentives would be formalized through licenses issued by the city administration, outlining both the benefits and obligations for investors.The Senate and the Majilis, the upper and lower houses of Kazakhstan’s parliament, approved, in the first reading, a draft constitutional law on Alatau’s special status at a joint session of parliament on Friday.The draft law is aimed at creating conditions for the city’s accelerated and sustainable development.Alatau is to be developed under a dedicated financial model and a special governance framework. Separate administrative and tax regimes will be introduced, along with investment incentives and greater autonomy in attracting investment.The city of Alatau in the Almaty region was established by presidential decree in January 2024. Its master plan was developed in collaboration with Singapore's Surbana Jurong. In September 2025, the president granted Alatau a special status.Alatau City is planned to become the region's first fully digital city, incorporating smart city technologies and enabling payment for goods and services with cryptocurrency.-- (ICE ALMATY)
