MINISTRY WILL IMPROVE INSTITUTIONS, INFRASTRUCTURE FOR AGRICULTURAL DEVELOPMENT

HÀ NỘI — The Ministry of Agriculture and Environment has announced four strategic solutions to accelerate agricultural and rural development, focusing on institutional reform, science and technology, infrastructure, and human resources, Minister Trần Đức Thắng said at a forum on November 2. The ministry will streamline administrative procedures, update laws on land, minerals, and environmental protection, and enhance transparency. It also aims to advance digital transformation, complete the national land database by 2025, and strengthen forecasting, disaster prevention, and climate change adaptation. Infrastructure upgrades will target multi-purpose irrigation systems and sustainable forestry and fisheries. A major priority is workforce development, with training programs for officials, scientists, entrepreneurs, and farmers to support modern and sustainable agriculture. The sector has achieved notable progress, growing 3.8% in the first nine months of 2025, with exports reaching US$52 billion and a $16 billion trade surplus, and targets $70 billion by 2025. Experts called for improved plant variety development, a National Commodity Exchange to ensure fair pricing, and stronger traceability systems through growing-area and packaging codes.
