JICA PRIORITISES HR DEVELOPMENT IN LINE WITH VN’S 4 CORE REFORM PILLARS

The Japan International Cooperation Agency (JICA) announced that in the second half of fiscal year 2025, it will prioritise human resource development and strengthen its Official Development Assistance (ODA) cooperation with Việt Nam, focusing on the country’s four key reform pillars: science–technology and digital transformation, international integration, law-making and enforcement, and private sector growth. At its mid-year press conference in Hà Nội, JICA Việt Nam Chief Representative Kobayashi Yosuke highlighted initiatives such as launching a semiconductor engineering bachelor’s programme at Việt Nam–Japan University, promoting AI development with the National Innovation Centre, and supporting SMEs and women-led enterprises. On climate action, JICA is advancing projects like the Yên Xá Wastewater Treatment Plant, SABO dam technology for flood control, and new ODA loans for northern provinces. Currently, JICA is implementing 15 ODA loan projects, 33 technical cooperation projects, and five grant aid programmes, demonstrating its commitment to inclusive, sustainable growth and Việt Nam’s goal of becoming a high-income nation by 2045.
