Kazakhstan tightens cash withdrawals via ATMsKazakhstan has introduced new restrictions on cash withdrawals from ATMs, Deputy Chairman of the Financial Monitoring Agency Kairat Bizhanov said on Tuesday.“Firstly, when depositing more than 500,000 tenge onto a bank card, it will be mandatory to indicate the sender’s Individual Identification Number (IIN). In addition, the option to confirm such transactions through a mobile application or SMS is being developed,” Bizhanov told a government meeting.He added that starting January 1, 2026, banks will be required to store video footage from ATM cameras for at least 180 days to help identify individuals involved in suspicious transactions.“Thirdly, the introduction of biometric identification, including facial recognition and fingerprint scanning, is under consideration. These measures will create an additional barrier to anonymous transactions,” Bizhanov said.According to him, the use of ATMs in cash-out schemes continues to grow despite the measures already in place. Since the beginning of the year, 13.2 trillion tenge has been withdrawn in cash, one trillion more than in the same period last year.The agency noted that the main vulnerability lies in the ability to conduct anonymous transactions without identifying the sender or recipient, often using bank cards registered in the names of nominal holders.
