INDONESIA TO BUILD 32-KM BOGOR–SERPONG TOLL ROAD WITHOUT USING STATE FUNDS
Indonesia has signed a landmark agreement to construct a 32-kilometer toll road connecting Bogor in West Java and Serpong in Banten, forming a crucial segment of the Jakarta Outer Ring Road (JORR) III network. Valued at IDR 12.35 trillion (US$ 744 million), the project will be fully financed by a public-private consortium under a 40-year concession, with no funding from the state budget. Public Works Minister Dody Hanggodo emphasized that this model reflects growing investor confidence in the government’s infrastructure policies. The toll road will link major routes including Serpong–Balaraja, Bogor Outer Ring Road (BORR), Depok–Antasari, and South Sentul–West Karawang. The project will be executed by Bogor Serpong Infra Selaras (BSIS), a consortium led by Persada Utama Infra (52%) alongside state-owned firms Jasa Marga (26%), Adhi Karya (12%), and Hutama Karya Infrastruktur (10%). With a projected financial internal rate of return (FIRR) of 12.16%, the toll road is seen as a promising long-term investment. It aims to ease congestion across southern and western Greater Jakarta while improving access to emerging residential and industrial zones in Parung and Gunung Sindur.
