PM URGES FASTER STREAMLINING OF ADMINISTRATIVE PROCEDURES, BUSINESS CONDITIONS

Prime Minister Phạm Minh Chính issued Dispatch No. 127/CD-TTg, urging accelerated reform and simplification of administrative procedures and business conditions as per Resolution No. 66/NQ-CP (March 2025). The directive targets ministries, agencies, and provincial leaders, stressing coordinated leadership. As of August 1, 2025, 115 procedures and 118 business conditions had been eliminated, while 691 were simplified. However, six ministries missed the June deadline to submit reform plans, and some proposals fall short of the mandated 30% reduction. Challenges persist, including outdated and poorly integrated information systems, weak digital infrastructure, and inadequate local capacity. The PM set clear deadlines: by August 15, ministries must review delegated procedures, especially those related to investment, land, and planning, and revise outdated laws. Reform outcomes must be published by August 10, and internal guidelines for newly assigned functions must be issued by August 30. Local governments must also review local regulations and approve reform plans by August 30. The PM demanded integration of databases with the National Public Service Portal and improved civil, tax, and business registration systems.
