Indonesia has officially commenced the construction of two Scorpène Evolved submarines through PT PAL Indonesia in Surabaya, as part of a strategic defense partnership with France’s Naval Group. The project represents a milestone in the nation’s pursuit of defense autonomy, featuring full-cycle local development—from construction to operation—entirely by Indonesian personnel. Supported by government capital injections, the initiative will generate thousands of high-skilled jobs and includes extensive technology transfer, training programs in France for Indonesian engineers and welders, and the on-site presence of French experts. This endeavor builds on broader Indonesia-France defense cooperation, including multiple MoUs with local firms and Indonesia’s research agency, BRIN, for future maritime R&D.
