MINISTRY PROPOSES MINISTERIAL-LEVEL BENEFITS FOR CHIEF PLANNERS AND ARCHITECTS

The Ministry of Home Affairs has proposed a draft decree offering ministerial-level benefits to Chief Master Planners and Chief Architects involved in science, technology, innovation, and national digital transformation. The policy would grant selected individuals a salary, housing, transport, and working conditions equivalent to a government minister. Chief Master Planners must meet strict criteria, including proven achievements in scientific research, innovation, or digital transformation, and leadership in major interdisciplinary projects with budgets of at least VNĐ300–500 billion (US$11.5–19.2 million). They may also qualify through notable patents or applied products. Those selected from the public sector would be ranked as Senior Expert Level 3, while external candidates—including overseas Vietnamese or foreigners—would receive contractual pay no lower than their prior income. Bonuses of up to 20% may be awarded for outstanding performance. Chief Architects must have at least seven years of experience and a track record of high-impact projects. They would receive similar preferential treatment, including tax exemption and family support policies. The draft decree is currently under legal review. (ICE HO CHI MINH CITY)
