BUILDING A RESEARCH HUB WILL ADVANCE VIỆT NAM’S FASHION SUPPLY CHAIN

The Vietnamese government’s newly issued Decree 183 is expected to significantly boost the development of the Ngọc Linh ginseng industry in Đà Nẵng by providing a clear legal framework for forest canopy-based cultivation and processing. The decree allows for the use of special-use forests on Ngọc Linh Mountain for ginseng farming under strict environmental protection regulations, simplifying land-use procedures and reducing processing time for investors and farmers. Under this framework, Đà Nẵng aims to expand ginseng cultivation to 20,000 hectares by 2030, generate 1,500 rural jobs, and raise household income levels. Local ethnic communities will be prioritized for forest land allocation, while investors benefit from reduced costs and long-term rental stability. Industry leaders highlighted that the decree removes legal uncertainties, supports sustainable development, and improves product traceability through certified cultivation practices. The policy is expected to attract VND1–2 trillion in investment and promote global market access through standardized practices and Geographical Indication recognition. Initiatives include a VND50 billion research center, cooperation with Viettel for digital farming solutions, and MoUs with international partners such as Sinopharm and Jilin, China.
