RELAXATION OF DOMESTIC COMPONENT LEVELS IMPACTS THE ELECTRONICS & MEDICAL DEVICE
Indonesia’s Industry Minister Agus Gumiwang Kartasasmita clarified that the relaxation of Domestic Component Level (TKDN) regulations will primarily affect medical devices and handheld gadgets such as mobile phones and tablets. While TKDN remains a key requirement for distribution permits—25% for medical devices and 35% for handheld communication tools (HKT)—Agus emphasized that other products may not require TKDN certification at all. The relaxation is still under negotiation, with the government balancing regulatory integrity and national interests. TKDN compliance remains mandatory for goods entering the government procurement market, where a minimum of 40% local content is required. Separately, a new trade agreement between Indonesia and the United States includes exemptions for US products from TKDN requirements. The joint statement outlines Indonesia’s commitment to removing non-tariff barriers, including accepting US safety and health certifications, waiving labeling and conformity requirements, and addressing intellectual property concerns.
