INDONESIA PLANS COCOA EXPORT LEVY TO FUND SECTOR UPGRADES

The Indonesian government plans to introduce an export levy on cocoa in the latter half of 2025. This levy, confirmed by Eddy Abdurrachman, President Director of the Plantation Fund Management Agency (BPDPKS), will finance programs aimed at enhancing the quality of cocoa destined for export markets. Funds generated from the levy will be channeled into replanting initiatives and human resource capacity-building efforts within the cocoa industry. Eddy Abdurrachman emphasized that this new levy will not add to the financial burden on farmers or cocoa businesses, as the overall export cost will remain unchanged; rather, the revenue will be reallocated between export duties and the new levy. The policy is slated for implementation in the third quarter of 2025 and requires a new regulation from the Finance Ministry, which will involve public consultation and policy harmonization, targeted for completion within two months. This move comes as Indonesia, a significant player in the global cocoa market, saw its processed cocoa product exports reach US$2.62 billion (Rp 42.7 trillion) in 2024, representing 1.05 percent of the country's non-oil and gas exports and solidifying its position as the world's fourth-largest exporter of processed cocoa.
