ID: 18 LOCATIONS FOR THE CONSTRUCTION OF A 1 MLN BARREL REFINERY (IDR 160 TLN)

Indonesia is planning to build a network of oil refineries with a combined capacity of 1 million barrels per day across 18 locations, backed by an estimated investment of IDR 160 trillion. The initiative, outlined in a pre-feasibility study submitted to BPI Danantara, is part of a broader strategy to strengthen energy security and support industrial downstreaming. Each refinery will have a capacity of 60,000 barrels, making the modular approach more cost-effective—estimated at US$600–700 million per unit. The project is expected to generate 44,000 new jobs and will be developed in collaboration with Danantara, with comparative studies conducted in the U.S. and Angola to guide implementation. The selected sites span key regions including Lhokseumawe, Sibolga, Natuna, Cilegon, Sukabumi, Semarang, Surabaya, Sampang, Pontianak, Badung (Bali), Bima, Ende, Makassar, Dongala, Bitung, Ambon, North Halmahera, and Fakfak. According to Downstreaming Task Force Head Bahlil Lahadalia, the refineries will be supported by crude oil storage facilities designed to ensure 21 days of national energy security.
