Kazakhstan NPPs to be transferred to state ownership, placed under Atomic Energy AgencyThe equity stake in Kazakhstan Nuclear Power Plants LLP (KNPP), which will handle the construction and management of domestic nuclear power plants (NPPs), will be transferred to state ownership, the Atomic Energy Agency’s press service announced on Thursday."Preparations are underway to transfer the equity stake in KNPP LLP to republican ownership, subsequently vesting the Agency with rights of possession and use," the statement reads.According to the Agency, 100% of KNPP LLP’s charter capital shares currently remain formally owned by Samruk-Kazyna JSC. "However, to promptly launch the partnership’s operations and accelerate the NPP construction project, a trust management agreement has been signed with the Agency. Under this agreement, the Agency has been granted management rights over KNPP LLP’s shares, including strategic and operational decision-making authority," the Agency said.It further explained that KNPP was designated a subordinate organization of the Republic of Kazakhstan’s Atomic Energy Agency under Presidential Decree No. 861 dated April 28, 2025.As previously reported, technical supervision for NPP construction will be handled by KNPP LLP and the French company Assystem.In 2024, Kazakh citizens approved NPP construction via referendum.In mid-June 2025, [Energy Minister] Satkaliyev announced that Russia’s Rosatom would build Kazakhstan’s first NPP, while cooperation with China National Nuclear Corporation (CNNC) is planned for the second.Later, Rosatom signed a roadmap with Kazakhstan to build two VVER-1200 nuclear power units. Construction will take approximately 11 years and is expected to be finished in 2035–2036.State export financing from the Russian Federation is being arranged for the first NPP. Intergovernmental agreements and contracts required for its construction are slated for signing in November 2025. The project’s feasibility study is due by December 2025. Kazakhstan will retain full ownership of the plant, the Energy Ministry said.Three NPPs are planned under the national nuclear cluster project. Kazakhstan’s Energy Ministry indicated that a comprehensive construction plan for these plants should be finalized in Q2 2025. (ICE ALMATY)
