MOIT TIGHTENS CHECKS ON WIDE HRC STEEL IMPORTS

HÀ NỘI — The Ministry of Industry and Trade (MoIT) has called for stricter customs inspections on hot-rolled coil (HRC) steel imports wider than 1,880mm amid a sharp spike in volumes and concerns over anti-dumping tax evasion. Vietnam imported 215,000 tonnes of wide-format HRC in June 2025, compared to just 8,000 tonnes a year earlier. In the first half of 2025, HRC imports from China surged to 650,000 tonnes, with 74% exceeding 2,000mm in width — a segment exempt from anti-dumping duties introduced in February on coils up to 1,880mm. Authorities suspect importers are manipulating product specifications to avoid the 27.8% duty, causing an estimated VNĐ2.3 trillion (US$90 million) loss to the State and undermining domestic steel producers. The Trade Remedies Authority warned that wide coils share similar uses and technical specs with taxed products.
