KPI SYSTEM ROLLED OUT FOR HOME AFFAIRS OFFICIALS IN ADMINISTRATIVE OVERHAUL

The Ministry of Home Affairs will implement a Key Performance Indicator (KPI) system for evaluating its civil servants starting in H2 2025, aiming to promote transparency, accountability, and merit-based career progression. Minister Phạm Thị Thanh Trà confirmed the internal rollout during the ministry’s mid-year review, noting that KPIs will be applied monthly, quarterly, semi-annually, and annually, and may later be expanded nationwide pending Politburo approval. This shift comes amid sweeping administrative reforms, including government restructuring that eliminated 13 general departments, 3,377 sub-departments, and about 22,300 central-level positions. The nationwide rollout of a two-tier local governance model on July 1 further streamlined administrative units to 3,321 communes in 34 provinces and cities. To support affected personnel, the ministry issued Decrees 178 and 67 and identified over 4,200 surplus premises. By year-end, the ministry targets submitting 27 decrees and 17 circulars, finalising severance payments, and launching a national civil servant database aligned with population data.
