Tokayev approves amendments to legislation on fire and industrial safetyKazakhstan's President Kassym-Jomart Tokayev has signed the law "On Introducing Amendments and Additions to Certain Legislative Acts of the Republic on Civil Protection, Electric Power Industry, and State Property Management," the presidential press service reported on Tuesday.The first set of amendments aims to enhance fire safety levels."Facilities with mass public occupancy and buildings taller than 28 meters will be required to obtain a conclusion from civil protection authorities confirming compliance with fire safety requirements before being commissioned," the press service stated.Activities related to the installation, adjustment, and maintenance of fire alarm systems will now require permission from the Ministry of Emergency Situations.The second set of amendments focuses on improving industrial safety.A special procedure for conducting inspections has been established.Entities (facilities) subject to control and supervision are categorized by risk level: high-risk and non-high-risk. High-risk entities will undergo annual inspections, while non-high-risk entities will be inspected at least once every 3 years.The third set of amendments targets improving emergency prevention and response.The Ministry of Emergency Situations is granted the authority to exercise state control in the field of emergency prevention to strengthen oversight of the implementation of emergency prevention measures.The fourth set of amendments aims to improve the civil defense system.Civil defense measures will now be carried out not only by central and local executive bodies but also by state bodies directly subordinate and accountable to the President of the Republic.The fifth set of amendments implements the Head of State's instruction to develop measures to enhance the status of rescuers, provide them with housing payments and relocation allowances, increase their wages,The sixth set of amendments introduces measures to improve state property management and the electric power sector, as stated in the report.
