I-EU CEPA TALKS END, BUT DEAL WON’T TAKE EFFECT BEFORE 2027

Indonesia and the European Union have completed the latest negotiation round for the Indonesia-EU Comprehensive Economic Partnership Agreement (IEU-CEPA), with the final legal text expected by September 2025. President Prabowo Subianto and EU Commission President Ursula von der Leyen are slated to sign the deal thereafter. However, full ratification may stretch into early 2027 due to complex procedures in the EU, where all 27 member states must approve and translate the agreement. The IEU-CEPA is projected to increase Indonesian exports to the EU by up to 50% within three years, especially in sectors like textiles, palm oil, renewable energy, and semiconductors. Indonesia has secured key wins, including tariff-free access for labor-intensive goods and recognition of palm oil under food and fuel categories. While the agreement addresses tariff barriers, non-tariff issues such as the EU’s Deforestation Regulation (EUDR) and Renewable Energy Directive (RED II) remain challenges.
