Two Kazakh banks resume card services for non-residentsKazakh banks Nurbank and Home Credit Bank have resumed issuing payment cards for non-residents, the financial institutions confirmed Monday.Nurbank announced the policy change on its website, stating: "The bank has resumed payment card issuance for non-resident clients. For card applications and additional information, please visit your nearest branch."Home Credit Bank's call center verified to Interfax-Kazakhstan that non-residents may now obtain debit cards through in-office applications requiring three documents: foreign passport, individual identification number (IIN) certificate, and either an employment contract with a Kazakh company, university enrollment confirmation, or temporary residence permit.The move follows January's industry-wide suspension of card services for non-residents by major banks including Halyk Bank, Kaspi Bank, Nurbank, Eurasian Bank and Bank VTB. All of them, except Eurasian Bank, later reinstated the service.Kazakhstan's Financial Regulatory Agency had previously imposed restrictions on card validity periods and quantity limits per non-resident as part of strengthened financial oversight measures.
