INDONESIA FACES $46 BILLION INFRASTRUCTURE FUNDING GAP THROUGH 2029
Indonesia requires an additional IDR 753 trillion (US$46.14 billion) to fully finance its infrastructure projects through 2029, according to Public Works Minister Dody Hanggodo. Based on the 2025–2029 National Medium-Term Development Plan (RPJMN), the total infrastructure funding need is projected at IDR 1,905.3 trillion (US$116.74 billion). However, the state budget (APBN) and regional budgets (APBD) can only cover 35.63% and 24.87% of the total, respectively, leaving a 39.5% funding gap. To bridge this, the ministry is promoting creative financing models such as public-private partnerships (KPBU), blended financing, and asset securitization. The infrastructure budget will prioritize water resources, roads and bridges, and housing, with goals like rehabilitating 25 dams, improving irrigation systems, enhancing road quality, and expanding access to clean water and waste treatment.
