URBAN RAILWAY EXPANSION POSITIONED AS KEY PILLAR OF HCM CITY’S TRANSPORT FUTURE

Ho Chi Minh City has declared the development of its urban railway system a strategic transportation priority, aiming to complete a 355 km network by 2035, with an additional 155 km planned by 2045. Following its administrative merger with Bà Rịa-Vũng Tàu and Bình Dương, the city faces rising demand for regional rail connectivity to nearby provinces. With an estimated investment of over $40 billion, the plan emphasizes Transit-Oriented Development (TOD), Public-Private Partnerships (PPP), and sustainable urban growth. Key mechanisms include combining state budget, ODA, and private capital, while streamlining project approval and contractor selection processes. Special policies and international best practices will support the metro buildout, infrastructure coordination, and technology transfer. Resolution No. 188 and Politburo Conclusion No. 49 provide the legal framework for piloting new governance models and funding strategies, reinforcing the city’s vision to become a modern, green, and interconnected urban center.
