Shymkent refinery expansion project to cost about $6 blnThe expansion project for the Shymkent oil refinery, which is owned by PetroKazakhstan Oil Products LLP (PKOP), is estimated at $6 billion, the press service of Kazakhstan’s government said in a press release.The refinery expansion project was addressed at a Wednesday meeting of the government, which discussed the progress of major projects in the metallurgical and petrochemical industries."The meeting reviewed the proposal for the expansion of the Shymkent oil refinery from 6 to 12 million tonnes per year. The project will significantly increase oil processing volumes and provide stable employment for around 5,200 people. The investment in the project is estimated at $6 billion," the press release says.PKOP and the Shymkent city administration earlier signed a roadmap to support the refinery expansion project, which includes land allocation and an uninterrupted supply of water for production needs.Initially, the processing capacity of the refinery was to be increased to 9 million tonnes per year by 2029. Later the government revised the target upward to 12 million tonnes per year by 2030.According to KMG, the Shymkent refinery processed over 5.74 million tonnes of crude in 2024. The yield of light petroleum products was 78.8% (72.2% in 2023), and the utilization rate was 85.8% (85.5%).In the 1st quarter of 2025, the refinery processed 1.51 million tonnes, which is nearly 4% above the target.The Shymkent refinery, built in 1985, is owned by Kazakhstan’s KazMunayGas and China’s CNCP on a parity basis through joint venture PetroKazakhstan Oil Products LLP.There are three refineries in Kazakhstan. They are located in Shymkent (south Kazakhstan), Atyrau (west) and Pavlodar (east). (ICE ALMATY)
