SPECIAL POLICIES PROPOSED FOR QUY NHON-PLEIKU EXPY
The Government has proposed nine special mechanisms to expedite the construction of the 125-kilometer Quy Nhon–Pleiku Expressway, a VND43.7 trillion project aimed at boosting regional connectivity and national defense. The expressway, stretching from Binh Dinh’s An Nhon Town to Gia Lai’s Pleiku City, will have four lanes and a design speed of 100 km/h. If approved, construction could start by December 2025 and finish by 2029. The route is part of the East-West corridor linking the Central Highlands to the south-central coast and neighboring countries. The proposed mechanisms draw on precedents from other major infrastructure projects, but the National Assembly’s Economic and Financial Committee has requested further clarification, particularly regarding expanded provisions like mineral extraction for land clearance.
