Tokayev signs law on unified register of Kazakhstani manufacturersKazakhstan’s President Kassym-Jomart Tokayev has signed the law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan Regarding the Determination of the Country of Origin of Goods," the press service of the head of state reported.The first set of amendments introduces the Register of Kazakhstani Manufacturers as part of the e-government information and communication infrastructure. This register will contain details about Kazakhstani manufacturers and the goods they produce. Manufacturers included in the register will gain access to state support measures, government procurement, and procurement by quasi-public sector entities.It is noted that with the introduction of the register, ST-KZ certificates and industrial certificates, previously used to confirm a product’s origin, have been abolished. Administrative liability for violations in issuing expert examination reports has also been removed.The second set of amendments aims to further improve the domestic value framework. To this end, large customers are now required to approve and implement domestic value development programs in accordance with government-approved rules.A new type of contract, the guaranteed purchase agreement, has been introduced to boost industrial growth. Under such agreements, manufacturing enterprises commit to supplying a guaranteed volume of goods produced using existing capacities on a long-term basis.The third set of amendments involves the implementation and maintenance of a Common Classifier of Goods, Works, and Services, which will establish a unified classification system through standardized codes and names.Key benefits of the reforms include: unification of all classifiers; detailed categorization of goods and services across industries; traceability of trade flows;standardized nomenclature; accurate classification and traceability of goods;reduction of shadow economy activities.
