NATION'S LARGEST CITY FACES RAPID AGEING DESPITE DEMOGRAPHIC ADVANTAGE

Ho Chi Minh City is experiencing rapid population ageing due to persistently low birth rates, despite being in a golden demographic period where over 74% of its population is of working age. Currently, 12.5% of residents are aged 60 or older—a figure projected to reach 20% by 2030. This shift poses significant challenges in healthcare, labor, social security, and economic development. The city’s birth rate is projected to fall to 1.39 children per woman in 2024, far below replacement levels. To counter this, the city is implementing social welfare policies—supporting education, healthcare, housing, and recreation—to encourage family growth. Healthcare strategies include pre-marital consultations, prenatal screenings, and free annual check-ups for seniors. Life expectancy has increased to 76.6 years, but older citizens spend around 14 years managing chronic diseases, creating financial pressure on healthcare and insurance systems.
