NEW INDONESIA'S TKDN REGULATION FOR GOVT AND STATE-OWNED ENTERPRISE EXPENDITURES
The Indonesia's Ministry of Industry has welcomed the issuance of Presidential Regulation No. 46 of 2025, which amends the previous regulation on Government Procurement of Goods and Services (PBJ). This updated regulation mandates that central and regional governments, as well as state-owned (BUMN) and regional-owned enterprises (BUMD), prioritize purchasing products with a Domestic Component Level (TKDN) and Domestic Products (PDN). It introduces a clear hierarchy for procurement based on the TKDN and BMP (Company Benefit Weight) scores, aiming to strengthen domestic industry competitiveness and reduce reliance on imports. Minister Agus Gumiwang emphasized that this new policy aligns with President Prabowo Subianto’s vision to transform the TKDN policy from a burden into an incentive. The Ministry has also committed to reforming TKDN calculation procedures to be simpler, quicker, and more cost-effective.
