KAZAKHSTAN-PPP-OIL/REFINING-TARIFF

Pavlodar Petrochemical Plant announces 34% refining tariff increasePavlodar Petrochemical Plant (PPP) will raise its oil refining tariff by 34% effective May 1, 2025, the company announced Thursday. The new tariff will be 35,400 tenge per tonne (excluding VAT), up from the current rate of 26,500 tenge per tonne (excluding VAT), which has been in effect since 2024."Recent operational upgrades have increased our refined products' value by 6% in April 2025 vs 2024, which offsets the tariff adjustment for our crude suppliers," the company said. The company attributed the price adjustment to funding needs for critical capital projects, including modernization of diesel hydrotreatment units to increase light product yields from 73% to 75%, extending maintenance intervals for equipment, and automation of process control systems.Pavlodar Petrochemical Plant, commissioned in 1978 with an annual capacity of 6 million tonnes, processes West Siberian crude. Operating at 88% refining depth under a fuel-oriented scheme, PPP produces gasoline, jet fuel (RT), diesel, fuel oil, petroleum coke, road bitumen, and utility gas. (ICE ALMATY)
