Kazakhstan proposes tax reform: 128 tax breaks to be axedKazakhstan's draft Tax Code eliminates 128 tax exemptions worth 1.3 trillion tenge, Deputy Prime Minister Serik Zhumangarin announced Wednesday during a parliamentary session.The proposed reforms would significantly streamline Kazakhstan's current tax benefit system, which includes 453 separate exemptions totaling 3.4 trillion tenge annually.Zhumangarin said the changes would create a more transparent system with clearer rules for granting, extending or reducing exemptions, including annual effectiveness reviews.VAT exemptions would continue for socially important food products, book publishing and archaeological work. Medical drugs would remain tax-exempt, though private healthcare services would become subject to VAT.Banking services would become subject to VAT for the first time, with regulators monitoring prices to prevent excessive increases. Agricultural producers would maintain their current tax benefits under the proposal.
