As one of the national priority industries in accordance with Government Regulation (PP) No. 14 of 2015 concerning the National Industrial Development Master Plan for 2015-2035, the Indonesian pulp and paper industry makes a significant contribution to the national economy. The Ministry of Industry (Kemenperin) said that in 2023, the total exports of this sector reached US$ 8.37 billion and contributed up to 4.03% to the Gross Domestic Product (GDP) of the non-oil and gas processing industry. In addition, this industry is also a source of life for more than 275,000 direct workers and 1.2 million indirect workers.Director General of Agro Industry of the Ministry of Industry Putu Juli Ardika said that the Indonesian pulp and paper industry also has a comparative advantage, namely the availability of wood raw materials that grow relatively faster than Industrial Plantation Forests.Along with the development of the pulp and paper industry, the Director General of Agro Industry also conveyed a significant increase in production capacity. In this case, the number of pulp and paper producers increased from 103 business units in 2021, then to 113 business units in 2024.However, even though Indonesia is now ranked 7th in the world in the pulp industry and 6th in the world in the paper industry, there are still several major challenges that must be faced, such as the availability of recycled paper raw materials (KDU), guaranteed supply of raw materials from imports, namely the European Union Waste Shipment Regulation (EUWSR) policy which will limit KDU imports from the European Union.
