INDONESIA TARGETS 100 GW PLTS IN 3 YEARS, NEEDS INVESTMENT UP TO IDR 1,140 TLN

President Prabowo Subianto has reaffirmed the Indonesian government’s ambitious target of building 100 GW of solar power plants (PLTS) within three years, requiring investment of around IDR 1,140 trillion (US$71.3 billion). The Ministry of Energy and Mineral Resources (ESDM) outlined the plan in two phases: large-scale PLTS connected to the grid with 87.5 GWp capacity and 111 GWh battery storage, and small-scale PLTS with 13.2 GWp capacity and 34.8 GWh storage. Tariffs are estimated between US$0.055–0.25 per kWh for large-scale and US$0.09–0.40 per kWh for small-scale projects, depending on battery capacity. The program also aims to replace diesel power plants, potentially saving IDR 73.9 trillion annually. Beyond energy savings, the 100 GW PLTS initiative is expected to generate significant economic impact, including 2.8 million construction jobs, 1.5 million manufacturing jobs, US$14.4 billion in import substitution, and US$13.3 billion in GDP contributions if 50% of domestic products are used. While the Institute for Essential Services Reform (IESR) welcomed the strong political commitment, it cautioned that achieving 100 GW in three years poses major technical and institutional challenges.
