Sklyar, Novak to discuss funding for construction of three power plants in KazakhstanAstana and Moscow will discuss next the financing of a project for the construction of three power plants in Kazakhstan, Kazakh Deputy Prime Minister Roman Sklyar said."I will meet with my counterpart Alexander Novak [Russian Deputy Prime Minister] on the sidelines of the St. Petersburg International Economic Forum (SPIEF), where we will finalize discussions on these issues," Sklyar told reporters on Wednesday.Kazakhstan plans to build three heat and power plants in partnership with Russia, including a 240 MW plant in Kokshetau and two 360 MW plants in Semey and Ust-Kamenogorsk. Russian energy company Inter RAO acts as the general contractor, with key construction work being subcontracted. Financing mechanisms are currently under development, with Kazakhstan’s Energy Ministry indicating that a Russian government loan with subsidies is the primary financing scenario.Authorities in Kazakhstan's Akmola region recently relocated the Kokshetau plant to the Zerenda district.Earlier, Sklyar mentioned difficulties in securing preferential export financing for equipment needed for the construction and operation of the power plants. He said that Kazakhstan would seek new investors if the Russian side fails to provide funding for the equipment supply. (ICE ALMATY)
