President of Kazakhstan signs decree on measures to liberalize economyPresident of Kazakhstan Kassym-Jomart Tokayev signed a decree On measures to liberalize the economy, the press service of the head of state reported on Friday.It is noted that the decree was developed as the execution of the head of state order at an extended government meeting on February 7, 2024 and is aimed at ensuring freedom of entrepreneurship by developing competition, reducing state participation in the economy, and reducing business costs.Firstly, the document provides for the creation of a National Privatization Office under the Agency for the Protection and Development of Competition, which will develop the criteria for state assets subject to privatization and the form the list of them.Secondly, the document describes the measures to increase independence of corporate governance of National Welfare Fund Samruk-Kazyna JSC and its subsidiaries, as well as to improve the procurement processes carried out by them.Thirdly, a number of specific measures to develop competition in product markets are envisaged.Fourthly, measures to further improve regulatory policies and liberalize procedures for opening and running a business are proposed.Fifthly, a separate block in the decree is a set of measures aimed at strengthening the protection of the rights and legitimate interests of business, including by decriminalizing criminal offenses in the field of economic activity, coordinating with prosecutors prohibitive and restrictive measures initiated by government agencies.“The implementation of the decree will give additional impetus to a large-scale and accelerated reduction in the share of the public sector in the economy, as well as freeing up economic space for private entrepreneurship,” the message summarizes.
